In what could become a politically seismic moment, several powerful U.S. government agencies, including the FBI, DEA, and CIA, are set to publicly release long-sought documents tied to an alleged drug investigation involving Nigerian President Bola Ahmed Tinubu from the 1990s.

The release, scheduled for Friday, May 2, follows a landmark U.S. District Court order handed down in early April.

Judge Beryl Howell of the U.S. District Court for the District of Columbia ruled that there was no logical or legal basis to withhold the documents any longer.

The court directed the involved agencies—the Federal Bureau of Investigation (FBI), Drug Enforcement Administration (DEA), Internal Revenue Service (IRS), U.S. Department of State, and U.S. Attorney’s Offices for the Northern Districts of Indiana and Illinois—to release all responsive documents under the Freedom of Information Act (FOIA).

The Central Intelligence Agency (CIA), though also involved in the investigation, was given a slightly different directive but is nonetheless expected to comply in part with the court’s order.

The legal battle was initiated in June 2023 by U.S. transparency advocate and tech entrepreneur Aaron Greenspan. Through his organization, Plainsite, Greenspan filed 12 separate FOIA requests between 2022 and 2023, seeking criminal investigative records tied to President Tinubu and three others—Lee Andrew Edwards, Mueez Abegboyega Akande, and Abiodun Agbele—allegedly associated with a 1990s drug trafficking network.

According to court filings and prior reporting, Tinubu, now Nigeria’s president, was allegedly linked in the early 1990s to financial transactions that caught the attention of U.S. law enforcement, ultimately leading to a civil forfeiture of over $460,000 connected to suspected narcotics proceeds. Tinubu has consistently denied any wrongdoing, asserting the forfeited funds were tax-related and not criminal in nature.

Nigerian Presidency Downplays Release

Reacting to the pending document release, the Nigerian Presidency dismissed the development as a “non-issue,” maintaining that the information being sought is neither new nor incriminating. “This is just a rehash of old records. Nothing in these documents changes the legitimacy or integrity of the president,” a top presidential aide told Daily Trust.

However, legal analysts argue that while the information may not lead to criminal action—due to statutes of limitations and jurisdictional constraints—the political fallout, both domestically and internationally, could be substantial.

“The release of such documents—especially from credible U.S. agencies—could undermine confidence in Tinubu’s leadership at home and abroad, even if no new legal action is taken,” said a senior legal expert familiar with the case.

Public Interest and Transparency at the Forefront

Judge Howell’s ruling emphasized the public’s right to transparency, stating that the government’s continued withholding of the documents was “neither logical nor plausible,” especially given the intense public interest in the matter.

The case also highlights growing international calls for transparency among world leaders, particularly in light of President Tinubu’s controversial monetary reforms and Nigeria’s ongoing struggles with corruption in the oil sector.

What to Expect on May 2

While the exact contents of the documents remain unknown, they are expected to shed more light on the scope and details of the U.S. agencies’ interest in Tinubu and his associates during the 1990s. Whether the files contain damning revelations or merely procedural data will soon be clear.

For President Tinubu, who took office in 2023 and is battling domestic discontent over inflation and subsidy cuts, the timing couldn’t be more precarious.
