The All Progressives Congress Initiative for Good Governance (APC-IGG), a network of eminent academics and grassroots party activists, has urged President Bola Ahmed Tinubu to appoint Ambassador Muhammed Musa Tsoken as Head of the Presidential Committee on Good Governance.
In an open letter released by its Chairman, Prof. Prince Michael Ikupolati, and signed by members of the APC-IGG Council of Professors, the group described Tsoken as “a selfless party stalwart whose track record makes him an ideal candidate” for the role. The appeal, they stressed, is a strategic call to institutionalise the contributions of one of the party’s most prominent advocates of good governance narratives.

A Grassroots Mobiliser with National Reach
Amb. Tsoken, National President and Convener of APC-IGG, has spent the past three years leading governance campaigns, delivering policy commentaries, and mobilising youth and community structures to promote the APC’s agenda.
His political portfolio includes serving as APC Presidential Campaign Council (APC-PCC) Coordinator for Taraba State’s North-East Grassroots Engagement, North-East Coordinator for both the Asiwaju-Shettima Coalition for Good Governance (ATSCGG) and Good Governance Ambassadors of Nigeria (GOGAN), as well as holding leadership positions in other major APC mobilisation platforms.
APC-IGG argues that this extensive experience gives Tsoken unmatched reach within the party’s mobilisation and policy communication structure — from ward-level operations to national strategy.
Policy Credentials and Academic Endorsement
The group’s academic wing emphasised Tsoken’s policy expertise, noting his Fellowship in Public Policy Analysis (FPPA) and leadership in producing Pathway to Economic and Social Development in Nigeria: A Guide to APC Government.
The book, compiled by APC-IGG professors under Prof. Ikupolati’s direction and supported by the Secretary to the Government of the Federation, Senator George Akume, is intended as a policy blueprint for the administration.
According to Prof. Ikupolati, the professors “are ready to contribute their quota to the growth and development of the country” and are “solidly throwing their weight” behind Tsoken’s candidacy.
Making the Case
APC-IGG maintains that as head of the committee, Tsoken could strengthen public understanding of government reforms, bridge communication between federal and state structures, and counter misinformation through multi-platform engagement.
While some may question the independence of appointing a prominent party operative to a governance oversight role, the group insists it would be a pragmatic choice — merging political influence with technical competence.
Grassroots and Youth Support
Youth organisations, notably the APC Youth Association for Good Governance (YAG), have endorsed Tsoken, citing his decisive role in APC’s 2023 electoral successes. They frame his appointment as both a reward for loyalty and an investment in sustaining the party’s outreach and accountability mechanisms.
For APC-IGG, the rationale is straightforward: Tsoken has the political network, media skills, and policy grounding to lead a committee charged with evaluating, communicating, and defending the administration’s good governance commitments.
Whether or not President Tinubu accepts the recommendation, the high-profile advocacy for Tsoken has already showcased the one asset the proposed committee would most need — national visibility.
