A major regional civic advocacy group, the Patriot Advocacy Committee – Southeast Region, has issued a dramatic national and international alert over what it describes as “rising insecurity, targeted killings and mass atrocities against Christians in Nigeria,” calling on President Bola Tinubu, the National Assembly, Nigeria’s security leadership and the global diplomatic community to intervene immediately — and to inaugurate a Constituent Assembly to birth a new constitutional order.

The explosive memorandum, dated 3 November 2025, was signed by Chief Mrs. Ifeyinwa Arafat Ezenwa, popularly known as Ijele Nwanyi Igbo Nile, the Chairman of the Patriot Advocacy Committee Southeast, Anambra State — and addressed simultaneously to the President and Commander-in-Chief, Federal Republic of Nigeria, the President of the Senate and Speaker, House of Representatives, the National Security Adviser, the United Nations Office in Nigeria, the United States Embassy and European Union Delegation, and the African Union Commission.

In the opening section titled Introduction, the memorandum states that it is delivered “in the spirit of truth, patriotism, and deep concern for national unity and human dignity,” emphasizing that the purpose is “to draw urgent attention to the rising insecurity and targeted violence affecting Christians and other vulnerable communities in Nigeria, and to call for immediate structural and constitutional reform to restore peace, justice, and the image of our great nation.”

“Over 16,000 Christians killed 2019–2023” – ORFA cited

In a section headed Situation Report, the document cites data from the Observatory for Religious Freedom in Africa (ORFA), the InterSociety, and independent media accounts, saying that the carnage has reached catastrophic proportions.

According to the memo: “ORFA records indicate over 16,000 Christian deaths between 2019–2023.”

It adds that: “Intersociety’s 2025 mid-year report notes 7,087 Christians killed and 7,800 abducted in the first seven months of 2025.”

The Street Reporters Newspaper reports that the Committee warned that the figures represent “an urgent humanitarian and national security crisis demanding comprehensive action,” noting that though the government often frames the crisis as multi-causal, “it is undeniable that religious identity has become a dangerous flashpoint in Nigeria’s fragile unity.”

Six demands to the Federal Government — including a new Constitution

Under Call For Action, the memorandum outlines six specific urgent steps it wants the Federal Government to take — top among them being a national emergency declaration, prosecution of perpetrators, community intelligence restructuring, and a total constitutional redesign:
“(b) Establish a Constituent Assembly to draft a new People’s Constitution, reflecting true federalism, equity, and justice.

The Committee adds that restoring trust requires “partnering with credible civil society groups and faith-based organizations to build peace and restore trust.”

Nigeria’s Global Image has Suffered Greatly

In the segment titled Restoring Nigeria’s Image, the Patriot Advocacy Committee warns that the country’s perception worldwide is weakening dangerously due to insecurity and perceived lethargy by institutions.

“Nigeria’s global image has suffered greatly due to insecurity and perceptions of governmental inaction. Restoring our image requires bold leadership — one that listens to the people, reforms institutions, and rebuilds confidence through inclusivity and constitutional renewal.”

The memo insists that “a Constituent Assembly is therefore not only desirable but necessary at this moment in history.”

“Let history remember that in our time, we stood for peace, justice, and the restoration of Nigeria’s glory”

In a powerful closing charge, the group writes:
“The world is watching Nigeria. Our nation’s stability, credibility, and moral authority depend on how swiftly and fairly we respond to these tragedies.”

And concludes with a direct moral appeal to President Tinubu and all national leaders:
“We, therefore, call upon the President and all leaders of conscience to act now — not with politics, but with purpose. Let history remember that in our time, we stood for peace, justice, and the restoration of Nigeria’s glory.”

National — and International — Eyes Now Turn to Abuja

With the memorandum now formally delivered to Nigeria’s Commander-in-Chief, the leaders of the National Assembly, the National Security Adviser and four major global diplomatic missions — the ball shifts to the Federal Government’s court.

Whether Abuja will respond — and whether the call for a Constituent Assembly will become a new national conversation — may well shape the direction of 2026 politics, national security policy, and the future of federal structure in Africa’s largest democracy.
