FG Moves Dr. Ibrahim Kana to Strategic General Services Office in Major Civil Service Shake-Up

The Federal Government has approved the redeployment of Dr. Ibrahim Abubakar Kana to the General Services Office (GSO) in the Office of the Secretary to the Government of the Federation (OSGF), marking a significant shift in ongoing efforts to strengthen the machinery of governance. Dr. Kana, who previously served in the Ministry of Aviation and Aerospace Development, will assume his new role effective Wednesday, 19 November 2025.

The development was announced in a statement issued by the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, who confirmed that Dr. Kana was redeployed alongside fifteen other senior officials. The move forms part of a broader administrative reshuffle aimed at enhancing efficiency and improving coordination across key government institutions.

Dr. Kana’s posting to the General Services Office underscores the strategic importance of the unit within the OSGF. The GSO is responsible for the internal administration of the entire office and maintains critical liaison functions with external government agencies to ensure seamless coordination in the implementation of national policies and decisions. The office is widely regarded as the engine room of the OSGF, driving inter-ministerial activities while monitoring the execution of government programmes across Ministries, Departments and Agencies (MDAs).

Beyond its central administrative mandate, the GSO provides comprehensive support services for Committees, Commissions, Tribunals and Panels of Enquiry, ensuring that the decisions and recommendations emerging from these bodies are efficiently processed and managed. It also oversees a broad range of governance functions, including approvals for overseas tours, appointments to the leadership of statutory bodies, and matters related to the conditions of service for political office holders.

The office is similarly tasked with providing accommodation and support services for political office holders, managing common services for the five offices under the OSGF, and coordinating human resource functions for political appointees in the Presidency. Its responsibilities extend to budget planning for the OSGF, handling the affairs of past Heads of State, and administering various Committees and Commissions under its purview. The maintenance and management of the Shehu Shagari Office Complex, a key federal administrative facility, also fall under its jurisdiction.

In addition to these extensive duties, the General Services Office oversees the activities of 22 parastatals under the OSGF. This includes supervising their administration, guiding policy formulation and ensuring effective implementation, further highlighting the influential and far-reaching nature of the office Dr. Kana will now help steer.

The redeployment is widely seen as a strategic move by the Federal Government to reinforce critical administrative structures with experienced hands.

Dr. Kana’s transition into the GSO places him at the heart of high-level coordination and governance processes, reflecting both the confidence of the civil service leadership in his capabilities and the government’s continued push to strengthen institutional performance across the public service.
