ALGON’s Isaiah Esiovwa Leads Nigeria’s Push for Grassroots Transformation at CLGF Summit in Accra

Hon. Chief Isaiah Esiovwa, Executive Chairman of Okpe Local Government Area of Delta State and National Organizing Secretary of the Association of Local Governments of Nigeria (ALGON), joined fellow Nigerian delegates and West African counterparts at the Commonwealth Local Government Forum (CLGF) Executive Strategic Leadership and Management Course in Accra, Ghana.
The summit unfolded not as a conventional training exercise but as a catalyst for transformation—an arena where leaders forged new pathways for grassroots governance, blending continental aspirations with local realities to craft a future that is both inclusive and sustainable.
Nigeria’s presence was marked by a distinguished delegation of ALGON NEC members, including Hon. Ikenna Adikibe, Deputy National President; Hon. Olusegun Ojo of Ekiti; Hon. Hassan Jauro of Taraba; Hon. Anani Hamisu Mohammed of Plateau; Hon. Iliyasu Zakari of Niger; Folashade Adeyemo PhD (Ogun); and Elder I. Otuonye from the ALGON Secretariat. Their participation underscored Nigeria’s commitment to grassroots-driven development and its readiness to align with international best practices, while also strengthening solidarity with West African counterparts.
In his remarks, Hon. Chief Esiovwa highlighted the importance of assembling human capital resources to redefine governance at the grassroots level. He explained that the event was about unlocking ideas and harnessing them collectively for socio-economic potential by empowering local councils to deliver on their constitutional mandate.

He expressed gratitude to His Excellency Governor Sheriff Oborevwori of Delta State for his unwavering support of local government administration, noting that Nigeria’s readiness to harmonize global best practices with local realities reflects a new governance trajectory—one that balances regional aspirations with grassroots needs.
The Nigerian delegation’s presence in Accra signaled a new era where local governments are no longer passive administrators but active architects of transformation.
Discussions emphasized the need to align with federal priorities, strengthen collaboration with the Nigerian Governors Forum, and ensure that development remains community-driven, people-focused, and sustainable.
The summit also underscored the importance of reframing local councils as drivers of economic growth, not just service providers, while deepening democratic gains by bringing decision-making closer to the people. Sustainability was highlighted as a key outcome, with emphasis on community-driven development that grows organically from local realities rather than being imposed from above.
Hon. Chief Esiovwa captured the spirit of the gathering when he remarked, “This summit sets the tone for a defining moment in the evolution of local governance across West Africa.
ALGON is determined to amplify the voice of grassroots leadership and drive Africa’s democratic and developmental agenda from the ground up.” His words reflected the broader vision of the summit, which sought to move local governance from administration to innovation, strengthen regional solidarity, and ensure that Nigeria continues to demonstrate its commitment to shared learning and collective progress.
The CLGF summit in Accra marks a pivotal step in shaping the future of local governance in West Africa.
