Delivering his address, the Executive Chairman of Wase Local Government Council, Hon. Dr. Hamisu Mohammed Anani, said the occasion was not merely ceremonial but a significant milestone in the collective determination to strengthen community security, promote peaceful coexistence and protect lives and property.
He expressed profound appreciation to the Commandant General of the NSCDC, Prof. Ahmed Abubakar Audi, for his visionary leadership and institutional support, and to the management and instructors of the Command and Staff College, Jos, for equipping the personnel with knowledge, discipline and professional orientation required for effective operations, noting that their contribution will remain an important part of Wase’s security and development journey.
He also appreciated Governor Mutfwang for his commitment to peace and harmonious coexistence and for his representation at the ceremony which demonstrates the importance his administration attaches to grassroots security initiatives.
Explaining the vision behind the initiative, Hon. Anani said the establishment of the Wase Security Network is a deliberate and strategic response to the need for a stronger community based security structure.
He stated that government cannot achieve sustainable security through conventional agencies alone and that there is need for effective collaboration between government, security institutions, traditional rulers, religious leaders and citizens.
“The network is designed to complement the efforts of established security agencies by providing local intelligence, early warning information, community engagement and support for lawful security operations,” Anani said.
“Security begins at the grassroots and those who understand the terrain, culture and peculiar challenges of their communities can contribute meaningfully to preventing threats and promoting stability. Peace and security are fundamental requirements for economic growth, agricultural development, education and investment,” he added.
The high points of his address were his charge to the graduating personnel that today marks the beginning of greater responsibility, urging them to uphold discipline and professionalism, respect for human rights and dignity of every citizen, intelligence and vigilance through credible information sharing, non partisanship without discrimination based on religion, ethnicity or political affiliation, collaboration with the Nigeria Police Force, NSCDC and other recognised agencies rather than competing with them, and community trust as ambassadors of peace and unity.
He reminded them that the true measure of their success will not be the uniform they wear but the lives they help protect, the conflicts they help prevent and the peace they help sustain.
Hon. Anani reaffirmed the commitment of Wase Local Government to supporting legitimate efforts aimed at strengthening security architecture through stakeholder engagement and community participation in intelligence sharing and conflict prevention, recognising the importance of traditional institutions, religious leaders, youth and women groups.
He said the objective is to create an environment where farmers can access farmlands without fear, traders can conduct businesses peacefully and children can attend school safely.
To demonstrate this commitment and to ensure effective operational take off of the network, he announced the release of 25 motorcycles and 2 operational vehicles comprising a Jeep and a Hilux van for rapid response and patrol operations across the communities of Wase Local Government Area.
In conclusion, he congratulated the graduands and declared that the Wase Security Network should become a model of responsible community participation in security management, not only in Plateau State but across Nigeria.
“I call for adoption of such security mode and strategy for training and retraining of community guards across the 774 Local Governments and Area Councils to add value and provide a complimentary role to the emerging state police structure and the efforts of state governments and governors,” Anani declared.
Stakeholders at the event espoused the same call, urging that the Wase model be replicated nationwide as a sustainable template for community security that complements formal security institutions and supports the peace and development agenda of state governments.
A major highlight of the ceremony was the presentation of honours and awards in recognition of exemplary leadership and contributions to peace and security. His Excellency, Barr. Caleb Manasseh Mutfwang, was honoured with an Exemplary Leadership Award for his commitment to peace, security and good governance in Plateau State.
The Emir of Wase, His Royal Highness Alhaji Dr. Muhammed Sambo Haruna, was honoured for his support for local governance and his role in promoting peace and stability in Wase and beyond. The Executive Chairmen present were also recognised as security ambassadors in their various domains for their efforts in strengthening grassroots security.
In addition, the reviewing officers and training officers drawn from the Nigerian Army, the NSCDC and other key stakeholders were honoured for their professionalism, dedication and contributions to the successful training and passing out of the operatives.
Hon. Dr. Hamisu Mohammed Anani, who was specially recognised as the pioneer Local Government Area security training promoter for rural communities security, and who is the Chairman of ALGON in Plateau State and the National Publicity Secretary of ALGON, maintained that the initiative will compliment the efforts of the state government and the national forest guard and will ensure inter agency collaboration between the Army, Navy, Air Force, Civil Defence, Rainbow Operations and the Police to intensify better results in securing lives and property.
There was also a backup display of security trained personnel showcasing village operational efficiency, tactics and coordination for rapid response at the community level, which drew applause from the audience. The event was further enlivened with musical entertainment and other side attractions that added colour and excitement to the historic passing out parade.
The vote of thanks by the College Commandant, ACG DA Abi, expressed gratitude to God, to the Commandant General for his vision, to the Governor for his support through his representative, and to the people of Wase for entrusting their personnel for training in line with NSCDC regulatory standards.
