The Fiscal Responsibility Commission has adopted the implementation roadmap for its 2026 Output Calendar as part of efforts to strengthen institutional performance and reposition the agency for more effective fiscal oversight and accountability.
The development was disclosed in a press statement signed by Bede Ogueri Anyanwu, Head/DD Strategic Communications Directorate of the Commission.
The decision was one of the major outcomes of the Commission’s 2026 Management Retreat held over three days at Zuma Rock Resort along the Abuja-Kaduna Road.
The retreat received support from the Rule of Law and Anti-Corruption Programme (RoLAC), International IDEA and BudgIT, represented respectively by Associate Project Officer, Muhammad Sani Kassim, and Mr. Thaddeus Jolayemi.
Addressing participants at the closing ceremony, the Acting Chairman of the Commission, Charles Chukwuemeka Abana, described the retreat as a critical turning point for the agency and a major milestone in the ongoing efforts to reposition the Commission for improved service delivery. 
According to him, the retreat created an opportunity for strategic reflection, collaboration and planning towards enhancing the Commission’s capacity to effectively implement its mandate under the Fiscal Responsibility Act, 2007.
Barrister Abana expressed appreciation to RoLAC, International IDEA and BudgIT for their partnership and support, noting that their contributions played a key role in the success of the retreat and facilitated meaningful discussions on institutional reforms and innovation.
He explained that the retreat was held under the theme, “Strengthening Institutional Performance through the Implementation of the Commission’s New Strategic Plan,” which he said reflects the Commission’s commitment to improved institutional effectiveness and greater national impact.
“The Strategic Plan is not simply a policy document; it is a roadmap for institutional transformation, a framework for measurable progress, and a guide for achieving sustainable results in the discharge of our responsibilities,” the Acting Chairman stated.
Barrister Abana noted that increasing public expectations require the Commission to adopt more proactive and innovative approaches in promoting fiscal discipline, accountability, transparency and prudent management of public resources.
He disclosed that the newly approved Strategic Plan would strengthen monitoring and enforcement mechanisms, deepen stakeholder engagement, improve inter-agency collaboration, leverage technology for operational efficiency and enhance institutional capacity at all levels.
As part of the reforms, the Commission also unveiled new Vision and Mission statements designed to drive its renewed focus and operational direction.
The Vision statement reads: “To be Nigeria’s leading fiscal authority ensuring transparent, accountable, and sustainable fiscal governance for national development.”
Its Mission statement states: “To promote fiscal integrity through evidential oversight in revenue, expenditure and debt management decisions for efficient service delivery.”
Barrister Abana said the retreat focused extensively on reviewing the Commission’s statutory functions in view of emerging fiscal realities, while also examining strategies for effective implementation of the new Strategic Plan.
He added that participants were exposed to modern approaches in organizational process improvement, process mapping, digital transformation, problem analysis tools and emerging applications of Artificial Intelligence within the fiscal ecosystem.
The Acting Chairman further revealed that the Commission would play a strategic oversight and accountability role in the implementation of Nigeria’s new tax regime.
According to him, the Commission would ensure that tax reforms are implemented in a transparent, fiscally responsible and sustainable manner capable of promoting efficient revenue management and economic growth.
“In view of this enormous oversight function by the Commission, we have to develop capacity and prepare ourselves for the daunting challenges ahead. This is part of why we are here,” he said.
Barrister Abana charged staff of the Commission to remain committed to professionalism, integrity, innovation, teamwork and service excellence, stressing that the success of the Strategic Plan would depend on the collective commitment of all departments and personnel.
He also commended members of the planning committee and officers who contributed to the successful organization of the retreat, expressing confidence that the resolutions reached would reposition the Commission for improved effectiveness and align its operations with global best practices in fiscal governance.
The retreat ended with a formal declaration of closure by the Acting Chairman, who urged staff to move forward with renewed determination and commitment towards building a stronger and more impactful Fiscal Responsibility Commission.
