YPP Alleges Selective Enforcement, Petitions ARCON Over One-Man-Village Billboard

LAFIA, NASARAWA — The Young Progressives Party, YPP, in Nasarawa State has accused the Advertising Regulatory Council of Nigeria, ARCON, of selective enforcement and exclusion of youth parties from its sensitization on political advertising.

The party’s protest is contained in a formal petition to the Zonal Director, ARCON North-Central Zone, Lafia, over a billboard belonging to its House of Representatives candidate at One-Man-Village, along the Keffi-Abuja Expressway.

The letter dated 19th September, 2026, and endorsed as “Original Copy Collected” on 16/09/2026, was signed by Hon. Ebenezer Philip, Campaign Secretary, Dalma4Reps Campaign Organization, for and on behalf of HE Osisiogu Osikenyi E., (the Dalma Kodape), President of the All-Africa Students’ Union, AASU, and YPP Candidate for Karu/Keffi/Kokona Federal Constituency.

The Complaint

In the letter titled “Formal Complaint on Exclusion from Sensitization, Selective Enforcement & Request for Regularization – YPP Billboard at One-Man-Village,” the Campaign stated:
“I write as Campaign Secretary to Dalma4Reps Campaign Organization for HE Osisiogu Osikenyi E., President – All-Africa Students’ Union & YPP Candidate for Keffi/Karu/Kokona Federal House of Representatives and on behalf of our party – Young Progressives Party YPP Nasarawa State.”

On the billboard in question, it explained:
“Our billboard at One Man Village, Keffi-Abuja Expressway was designed by us; Destiny Media was contracted for installation as owner of the structure. We have now been put on notice about violation for lack of ASP approval.”
The Campaign then raised three fundamental issues:

On alleged exclusion from sensitization the letter read:
“YPP Nasarawa/DALMA Campaign was never notified or invited to ARCON sensitization on 2027 Political Advertising Guidelines in Nasarawa. The Lafia forum did not reach LGA youth parties and new candidates, leading to this unintentional breach.”

It further alleged selective enforcement that
“Multiple billboards of other parties on same Mararaba-Keffi corridor for several months without ASP numbers remain untouched while our lone YPP board was singled out.”

Speaking on its good faith said: “We acted in good faith and are ready to comply fully in retrospect, and not to fines.”

Prayers to ARCON

The Campaign asked ARCON to grant it reprieve and equal treatment. Its prayers as contained in the letter are:
“Grant us 14 working days to regularize by submitting creative for ASP vetting; Suspend removal/prosecution pending regularization; Furnish us with CTC of 2027 Political Advertising Guidelines; Include YPP Nasarawa/DALMA in future sensitization and ensure uniform enforcement.”

The letter concluded:
“YPP and Dalma Campaign Organization remain committed to ethical, issue-based campaigns.”
The petition was copied to the Director-General, ARCON, Lagos; IPAC, Nasarawa State; INEC, Karu/Nasarawa; DSS, NPF, NSCDC, YPP Headquarters and Destiny Media, Keffi.

Efforts to get ARCON’s reaction as at press time were unsuccessful.
