The Federal Government of Nigeria has called for a renewed global commitment to trust-based international cooperation as a critical response to the rapidly evolving threat of terrorism across the world.
This position was articulated by the Honourable Minister of Defence, , during a high-level panel session titled โCountering Terrorism: International Cooperation Reclaimedโ at the , held in the Republic of Tรผrkiye.
Representing Nigeria on the global stage, the Defence Minister joined an array of international leaders, policymakers, and security experts to deliberate on the shifting dynamics of terrorism and the urgent need for collaborative frameworks anchored on mutual trust and shared responsibility. The forum provided a platform for stakeholders to reassess existing strategies and strengthen collective resolve against increasingly sophisticated terrorist networks.
In his intervention, General Musa underscored the growing complexity of modern terrorism, describing it as highly adaptive and transnational in scope. He highlighted the role of decentralised networks, emerging technologies, and illicit financing in amplifying the reach and resilience of terrorist groups. According to him, the intersection of terrorism with organised crime and banditryโparticularly within fragile regions such as the Sahelโposes a significant threat that requires immediate and coordinated global action.
โNo country, regardless of strength or capacity, can confront terrorism alone. Collective security must guide our response,โ the Minister stated, stressing that unilateral approaches are no longer viable in addressing contemporary security challenges.
While acknowledging the importance of capacity-building initiatives among nations, General Musa identified a critical impediment to effective cooperation: the persistent lack of trust in intelligence-sharing mechanisms. He noted that concerns over how shared intelligence is utilised continue to undermine collaborative efforts, thereby weakening global counterterrorism responses.
The Minister outlined Nigeriaโs strategic efforts and progress in combating terrorism, pointing to measurable gains achieved through sustained military operations, enhanced intelligence systems, and strengthened regional partnerships. He reaffirmed Nigeriaโs leadership role in key multinational security platforms, including the , the , and the .
General Musa further explained that Nigeriaโs counterterrorism framework is built on a comprehensive approach that integrates decisive military action with governance reforms, socio-economic development, and community engagement. This multi-dimensional strategy, he said, is designed not only to neutralise threats but also to address the underlying drivers of extremism and foster long-term stability.
Emphasising the importance of innovation, the Defence Minister called for accelerated adoption of advanced technologies and improved intelligence integration to keep pace with the evolving tactics of terrorist organisations. He warned that terrorists are increasingly exploiting digital platforms, encryption technologies, and hybrid criminal networks, thereby necessitating more agile and technologically driven responses from the global community.
Central to his message was the need for transparent, reciprocal, and accountable intelligence-sharing frameworks that can build confidence among international partners. He argued that trust remains the cornerstone of any effective global security architecture and must be prioritised to enhance collective action.
In his closing remarks, General Musa reaffirmed Nigeriaโs unwavering commitment to strengthening international partnerships in the fight against terrorism. He expressed optimism that through unity of purpose, shared responsibility, and sustained collaboration, the global community can effectively counter terrorism and promote a more secure and stable world.
The Minister also conveyed appreciation to President for his continued support and commitment to advancing Nigeriaโs national security objectives.
